Jessica Mullan
Overview
Jessica Mullan brings to the firm a balanced understanding of a broad range of local government, energy, telecommunications and environmental matters.
Prior to joining Meyers Nave, Jessica served as a senior analyst at a large utility company, where she assisted with development of a utility-wide strategy for compliance with California’s Renewable Portfolio Standard (RPS). She also acted as the project manager for the company’s first effort to conduct a comprehensive review of the renewable projects in its portfolio. This review emphasized the identification of permitting barriers to project development, contractual amendments related to permitting and contractual provisions that allow for permitting delays. In addition, Jessica has prepared testimony for utility and energy project developers in high profile California Public Utilities Commission (CPUC) proceedings. She has also advised clients on AB 32, the Global Warming Solutions Act.
Jessica has also prepared permit applications for telecommunications clients, represented various carriers before planning commissions, and provided advice concerning applicable fees, permit processes, and proposed telecommunications ordinances.
On behalf of public sector clients, Jessica has drafted mediation briefs; responded to city council opinion requests on a variety of topics; and coordinated city document productions in public sector litigation. She has a firm grasp on the Brown Act, the Public Records Act, the Political Reform Act, AB 1234 and other ethics legislation.
She has worked in the City Attorney’s office in a North Bay city and served as a policy analyst covering housing and land use issues for the League of California Cities. In addition to her local and state government experience, Jessica also worked at the federal level as a legislative assistant in the United States Senate.
While in Law School, Jessica was the recipient of the Arlyn Miner Book Award for Excellence in Legal Writing & Research.
